A very detailed report outlining a secret memo from Under Secretary of Defence for Policy Douglas J. Feith to Senate Intelligence Committee members Jay Rockefeller and and Pat Roberts published in November of 2003 in the Weekly Standard shows a clear relationship between al-Qaeda and Iraq between 1990 and 2003.
